KAT in Bulgaria is the police authority that deals with the traffic – a.k.a. traffic police. And they are idiots!
Why? Well, here is the story. I got a ticket a month ago. Ok, I did wrong, I know. To make the story short – the policeman that pulled me over wrote me a ticket and took my driver’s talon. The procedure is that the ticket he wrote me acts as a replacement for the driver’s talon for one month and then I have to go and see what the penalty is and pay the fine.
Well, almost one month passed and today I went to the KAT HQ to see what the penalty is and pay. Well, good intentions, but there was no result in sight. After waiting for quite some time, the lady at the desk told me that my ticket and the driver’s talon
„still have not arrived“
which is how to say… ridiculous. It turns out that in my beloved country, even if you want to pay something to the state, you can’t really do that. Why? Because all the notorious IT systems, on which millions of leva from our taxes have been spent, are simply not working because
a) there are no people trained properly to use them
b) there is no will of the employees of the respective agencies to do their job properly and on time
c) it’s Bulgaria!
The last one I think summarizes everything I think in just three words.
